AI helps, humans decide: General Director of RSCC Alexey Volin spoke at the Development Summit 2025 about the use of artificial intelligence in the enterprise

Artificial intelligence is a good assistant, but the final decision is always on the human side, General Director of RSCC Alexey Volin said at the panel discussion Connected by One Network as part of the Development Summit 2025. The event took place on January 30 in Moscow and brought together leaders of the Russian digital industry.

"Employees of our Mission Control Center monitor the operation of 12 satellites in geostationary orbit, which simultaneously generate a huge amount of parameters and data. Of course, only artificial intelligence can process such a quantity of information. Another thing is that we will never trust AI to make decisions based on it. A human always has priority in this matter, like an aircraft commander when there is a disagreement between the instrument readings and his assessment of the situation", said Alexey Volin.

General Director of RSCC also spoke about the future of television in the context of the rapidly spreading Internet to all spheres. According to him, television broadcasting will not go completely online for several reasons.

"Firstly, the Internet, at least today, has bandwidth limitations: imagine, for example, the number of people wishing to watch the Olympic Games via the Internet and how soon it will not be able to withstand such an influx of viewers if there is no alternative. Secondly: any network must be reliable. If we talk about satellite telecommunications, it can be ensured with the help of redundancy if something unexpected happens, which is an advantage compared to less reliable cable technology. And thirdly: the system must be stable under the influence of external challenges. The Internet is most vulnerable to them. Therefore, a set of capabilities of both the air broadcasting, and cable, and the Internet, IPTV is necessary".
