Private view on space: Yury Urlichich, adviser to director general of RSCC, Chairman of Council of Association of Satellite Communications Market Players, shares how to build public private partnership in space

Private space is impossible without government support and government involvement. Business helps space industry development, but the work of startups in this sphere is imaginable without lowering various barriers and getting access to government resources. This is true everywhere in the world. Yury Urlichich, Chairman of the Council of the Association of Satellite Communications Market Players, Adviser to Director General of RSCC, has shared this at the conference "Prospects and Possibilities of Private Space Development in Russia". The event is being held in Samara from July 18 to July 20.

"The future of private space companies depends on political will and the 'anchor' customer, which in 99% of cases is the government. It can be a source of funding and technical expertise, an assistant in solving organizational and legal issues," said Yury Urlichich during the panel discussion.

While working together, it is important to trust the professionalism of the specialists and give them the room for error. "We are losing to doubts now. Unless engineers are allowed to make mistakes, we will not be able to create anything new," Urlichich believes. After all, despite all efforts in quality control and testing of devices, malfunctions can occur at any stage of the product life. And only trust between government and private organizations ensures that failures are analyzed, processes improved, and reputation is not lost before the customer, consumer, and society. For both sides to work freely and with confidence in each other, there must be an appropriate legal basis and in general a well-established and operating system, including the judiciary one.

The Chairman of the Council of the Association of Satellite Communications Market Players also spoke about the advantages of such Russian projects as "The Sphere" and "The Milky Way", the prospects of quantum communications in telecom, the future of IoT, as well as the creation of 5G hybrid satellite communications systems and next generation networks. These and many other technologies will develop faster through dialog and cooperation between government and business.
