Pavel
Born on August 26, 1983 in the village of Parfino, Novgorod region.
In 2005, Pavel graduated from Novgorod State University with a degree in Software Engineering. In 2019, he graduated from the High School of the Russian Presidential Academy with a degree in Public Administration, and in 2020 from the Skolkovo Moscow School of Management.
In 2005-2018, Pavel worked in the banking sector. He started as an IT- specialist and moved up to the management position in information technologies. In 2016-2018, he headed the Center for managing the network of self–service devices of Sberbank, where he worked on the strategic plans for the development of the self-service network in the North-Western region of Russia. In 2018, he joined the state civil service in the Government of the Novgorod Region as the Minister of Education of the region, where he was actively involved in the implementation of the national project "Education", the transformation of the education management system and the digitalization. From 2019 to 2022, he held senior positions in commercial organizations in the field of information technology. He managed teams for the implementation of large IT projects, was engaged in the implementation of advanced technologies and the best global practices in the development of digital services.
Pavel joined RSCC in 2022, having headed the information technology service of the company since December. In 2024, he was appointed Deputy General Director – Head of the Information Technology Service.
