Project "Deployment of satellite multi-service network in Far East Federal Region"

The project for deployment of satellite multi-service network in Far East Federal Region ("FEFR") stipulates a setting-up of multimedia satellite network across the FEFR territory to render broadcasting and telecommunication services. VSAT technology will be applied.

The Far East Federal Region is 6.2 mln sq. km with the population over 5.5 mln. people. The Region comprises 10 republics and province areas of the Russian Federation. The Region is distinct from the other territories of the country by its huge industrial and economical potentialities and poor state of communication infrastructure. Long distances between residential areas with difficult terrain stipulated a necessity of using satellite technologies. The specific feature of the region is that a part of the territory is inaccessible for direct broadcasting, and communication links are not available to be set up from Moscow via satellites.

The project was designed first and foremost to establish communications with tough terrain areas in the FEFR territory and to distribute local TV and radio programs. Ultimately there will be unified telecommunication infrastructure in the Region and the Customers of the area will be provided with up-to-date communication services, access to federal TV programs, dedicated TV program of Plenipotentiary Representative of the President of the Russian Federation in FEFR, ten programs of the Federation Constituents of FEFR, as well as federal and local radio programs.

"Far East Investment Company" is a customer under the project while general contractor is "Russian Satellite Communications Company" - a national satellite communications operator. The developers of the project are "Swit", "Gyprosviaz' ", "Research Institute of Radio". The network operator is "Vostokinfokosmos".

The project will be implemented stepwise within three years. The 1st stage is scheduled to be launched in springtime 2002. The 1st stage provides for deployment of 150 VSAT stations, 10 access nodes in the center of each Federation Constituent. The cost of the 1st stage of the project is assessed to be $ 8 mln USD. Currently, the negotiations are held with several banks on granting of credit facilities to finance this stage of the project. The payback period is assessed to be 56-60 months. Upon the completion of the 1st stage of the project the FEFR government agencies will be provided with high quality telephone communication channels, videoconferencing and data transfer capabilities. TV radio programs will be distributed in digital mode to reduce the expenses of local TV and radio broadcasters and to expand the coverage area within the territory of the Far East Federal Region.

The dedicated TV program of Plenipotentiary Representative of the President of the Russian Federation in FEFR is scheduled to be produced at the first stage of the project so that the program could be received by all Federation Constituents of the Region.

Upon completion of the Project, conditions will be provided to render a wide spectrum of up-to-date telecommunication services to the Customers in remote areas as well as to many corporate users within the territory of the Far East Federal Region.
