From 18 to 19 September 2018, Sochi has hosted the 18th International Forum on the Legal Regulation of the Radio Frequency Spectrum and Information and Communication Networks (SPECTR-2018).
The Forum was supported by the Ministry of Communications and Roskomnadzor. The event was attended by the top officials of the Ministry of Communications, Roskomnadzor, Rossvyaz, top executives of RSCC, NIIR, RTRS, the industry organizations, telecom operators, manufacturers of communication and broadcasting equipment, and vendor companies.
The Forum was attended by Minister of Digital Development, Communications and Mass Communications Konstantin Noskov, Deputy Minister of Digital Development, Communications and Mass Communications Oleg Ivanov, Head of the Federal Communications Agency Oleg Dukhovnitsky, and Head of Roskomnadzor Alexander Zharov. In his welcoming speech to the participants of the Forum, Konstantin Noskov stressed that communications in Russia will develop using all technologies: fiber-optic communication lines, wireless and satellite communication systems. He noted that SPECTR-2018 is a platform where communications operators should meet to discuss and solve the urgent issues of the communications industry.
The conference was opened by the welcoming address delivered by Head of Roskomnadzor Alexander Zharov. In his contribution on the Status and Prospects of the Use of the Radio Frequency Spectrum in the Russian Federation, Deputy Minister of Digital Development, Communications and Mass Communications of the Russian Federation, Oleg Ivanov, noted the growth of the satellite industry in Russia in 2018, including fixed satellite communications and VSAT. The head of the Federal Communications Agency, Oleg Dukhovnitsky, presented to the forum participants a detailed report on the legal framework and rules and regulations governing the field of communications.
On the second day of the conference, as part of the session on Regulation of the Radio Frequency Spectrum, RSCC Deputy Director General for Development and Operation of Communications Systems, Yevgeny Buydinov, made a presentation on the concept of the Federal Target Program entitled Advancement of the orbital satellite constellation for civil communications and broadcasting, including satellites in highly elliptical orbits, for solving tasks of ensuring security, supporting public administration and assisting in the development of the economy in the Russian Federation in 2018-2025.
