Scientific forum “Abalkin readings” on the topic “Arctic: Challenges for Russia” was held on January 31, 2019, in the House of Economist in Moscow. The event was attended by leading scientists and experts, representatives of government bodies and authorities of constituent entities of the Russian Federation, the business community, and public figures.
RSCC was represented at the forum by Evgeny Buydinov, Deputy Director General for Communications Systems Development and Operation, who made report on the topic “RSCC’s Experience in the Arctic. Promising Satellite System Express-RV - New Opportunities for the Development of Communications and Broadcasting Infrastructure in the Arctic Region”. He spoke about the main operations of RSCC in the Arctic area of the Russian Federation, including the provision of communication services for mobile objects in northern seas and throughout the Northern Sea Route, the organization of satellite communication channels for remote stations in the interests of Roshydromet, the National Park “Russian Arctic” and other users, as well as satellite communication infrastructure deployed on the Spitsbergen archipelago.
In his report, Evgeny Buydinov also presented Express-RV project of HEO satellite constellation to event participants. Technical parameters of the project will allow arrangement of broadband satellite communications for fixed and mobile applications throughout Russia and the Arctic, including northern latitudes above 80 parallels, where geostationary communication systems cannot provide stable services to customers due to limited satellite observability.
