The 20th anniversary Conference "SatComRus 2015", organized with the support of the Federal Communications Agency, has completed its work. The Conference brought together over 300 delegates, and we thank all the participants in SatComRus for their interest in the event. We were able to discuss the most pressing issues of satellite communications and broadcasting in Russia and in the world, analyze the dynamics of change, and exchange views on the prospects of the industry.
The Conference unveiled a new draft Concept of the federal target program for the development of the civil-purpose orbital satellite constellation for the period until 2025. Leaders of the Federal Agency of Communications and RSCC, the Russian Federal Space Agency and the United Rocket and Space Corporation (URSC), the leading Russian and foreign manufacturers of space technology in conjunction with the industry community discussed the main areas on which to work to create new spacecraft, among them reliability, innovation and import substitution. The Conference noted that this cannot be achieved without developing research capacity and improving quality assurance programs. Representatives of insurance companies spoke of the need for the introduction of formalized reports and new monitoring systems.
According to preliminary estimates, funding of about 276 billion rubles is needed to implement the new program of the constellation build-up. O.Yu. Demidov, Director of innovations and high-tech at Bank for Development and Foreign Economic Affairs (Vnesheconombank) said that the banks are ready to consider their participation in the financing of new spacecraft development and manufacture, subject to guaranteed project payback.
An important conclusion of discussions at SatComRus-2015 was heightened awareness of the need to consolidate the market participants in order to provide quality and affordable services to the end consumer. Technology per se is not important to the user – unlike convenience, affordability and overall attraction of a service. It is in this direction that operators, equipment manufacturers, software developers and service providers need to work in developing television services, broadband Internet access, and corporate networks.
I am confident that participation in the Conference was beneficial for all of us. As a follow-up to constructive debate, in the framework of business agenda, a cooperation agreement was signed between RSCC and URSC, and an agreement between Energia Telecom and the Energia Satellite Technologies joint venture regarding the Energia 100 Project, as well a contract between RSCC and the Isatel company on satellite broadband services in the Far East.
