June 29, 2003. RSCC and ChinaSatCom signed Agreement on Cooperation in deployment of satellite telemedicine network in China, Russia and South East Asia countries

June 29, 2003. Russian Satellite Communications Company - Russian National Satellite Communications Operator, and ChinaSatCom - Chinese National Satellite Communications Operator signed Agreement on Cooperation in deployment of satellite telemedicine network in China, Russia and South East Asia countries. The occasion took place in the course of the 3d "Russia - China" Communications and Informatization Subcommission on Preparation of Regular Meetings of the Heads of Russia and China Governments.
According to Mr. L. Reiman, Minister of the Russian Federation for Communications and Informatization "It is recognition of quality of Russian satellite technologies, a new move forward allowing Russian companies to penetrate the market of China and Asian-Pacific region. Telemedicine is one of the most important area of cooperation. And the signed Agreement is giving ample opportunities to use Russian satellites".
The Project on deployment of telemedicine satellite network is a range of medicine, telecommunications and organizational solutions to diagnose disease cases at the initial stage and to provide broad strata of the population with effective medical services in a way of distant consultations with leading medicine experts of health institutions of China, Russia and other countries via advanced computer technologies. The Government of Kenya accepted similar deployment project tailored by the Russian specialists and the experts of International Telecommunications Union (ITU). The first three telemedicine centers have been recently put into operation in the Republic of Chuvashiya allowing to hold tele-consultations on-line via RSCC satellites between the Republic and Federal District.
According to Mr. Wang Xudong, The Minister for Information Industry (MII) "The signed Agreement is a crucial step in developing wider cooperation between satellite communications operators of Russia and China. We hope that it will contribute to further wider mutually beneficial cooperation in the information area for the welfare of the people of our countries."
The new Russian - China Project is designed to second efforts of public health systems of China, Russia and other countries. The support is rendered through the strict control over possible epidemic outbreaks and disease spreading in regions, which is exercised in way of direct transfer of initial medical data to national telemedicine centers, through the detection of risk groups, raising effectiveness of sanitary measures and disease information dissemination, improvement in early diagnostic methods and appropriate medical treatment. The Project is designed to improve early detection and prevention of epidemic outbreaks, preventive measures.
According to Alexader P. Duka, RSCC Director General,
"We are taking appreciation of the signed Agreement with our Chinese partner. It is our second joint project. We put into operation the "Huawei" Co. corporate network in 2002. The network uses Chinese telecommunications equipment and Russian space segment capacity."
The new Project provides for the deployment of four-level telemedicine infrastructure in China, which includes a national telemedicine center, regional telemedicine centers, mobile telemedicine laboratories and VSAT network connecting the three above to hold distant consultations between mobile telemedicine laboratories, regional telemedicine centers, national telemedicine centers of China and telemedicine centers outside China.
